Brief Description

The Cities Institute was commissioned together with EDAW and PMP consultants, to research the creation of a national Cultural Planning Toolkit. This was developed as a practical, user-friendly and web-based resource for use in local authority planning and cultural development in England. The strategic aim of the overall project was to develop a coherent suite of tools and user guidance that will assist spatial and cultural planners to assess cultural infrastructure need, plan for its provision and secure appropriate funding mechanisms. The overall outcomes from the project were that it would equip planners and developers to negotiate Planning Gain agreements through the development of a cultural tariffs ‘formula’ and associated guidance, and inform other potential mechanisms for funding infrastructure to support new development; directly inform planning guidance, policy and practice at national, regional and local levels; support the current and forthcoming Regional Spatial Strategies and Local Development Frameworks; inform the preparation and review of local authorities’ cultural strategies and sustainable community strategies; support cultural planning in Growth Areas and expanding communities, as well as those undergoing regeneration, e.g. Housing Market Renewal Areas. The project was coordinated by a partnership comprising four of the Regional Cultural Consortia, Arts Council England, the Black Country Consortium, Thames Gateway South Essex Partnership and Museums Libraries & Archives SE. The lead partner was Culture East Midlands.
