IPSE was commissioned to conduct an independent evaluation of the Children’s Sleep Advisory Service in The Royal Borough of Kensington and Chelsea. The research endeavoured to explore the effectiveness of the implementation, delivery and management of the service and examine the outcomes of the service for parents in the borough. The evaluation aimed to identify the strengths and weaknesses of the service and provide recommendations to inform its future development.

For the evaluation interviews were conducted with: strategic personnel involved in the planning and delivery of the service; 23 delivery staff (sleep advisors); and 19 parents who had used or were using the service.

Key findings

 Effectiveness and impact:

 • The Sleep Advisory Service pilot is unique and recognised as an important service by all interviewed. It provides advice and support on an issue which affects many families. Unlike other private provision, this service is highly accessible to families in the borough.

• Overall, staff and parents perceived the service to be very effective. Parents using the service reported feeling supported, empowered and more confident in their parenting.

Strategic direction, investment and funding:

 • Sleep was considered by strategic and frontline staff to be integral to the work of Children’s services and a common issue presented by families with profound consequences on family wellbeing. The service was considered to be extremely important in raising the awareness of the importance of sleep issues among staff in the borough, improve frontline staff’s knowledge and skills base, and enhance their capacity to address these issues more strategically and confidently.

• The training and the follow-up supervision delivered by Millpond were generally viewed extremely positively.The success of the service relies heavily on the support, flexibility and encouragement of senior managers.
