Since 1991 about 180.000 people have migrated from former USSR resp. CIS to Germany, officially, legally, as highly welcomed refugees. The available official figures are the following: Till the end of 1993 25.132 persons have immigrated.The process is still going on. This type of immigration has raised lots of questions within the public debate in Germany about immigration, as these immigrants have not ? as required by ius sanguinis - German ancestry (like the German rooted Aussiedler), have not to prove to be persecuted individually for political or racial reasons (like asylum seekers), need not to have close relatives already living in Germany with an advanced status (like Turkish people), are no citizens of EU-15 member states or self-employed from EU-10?These people get acknowledged immediately as refugees, as so called contingency refugees. There is no lack of support in terms of language courses, social assistance, counselling. Everybody has the perspective of becoming German citizens within seven years.
