Comments: This paper describes work in progress on a project funded by the British Council and the Hungarian Academy of Sciences. The purpose of the project is to explore the interaction between teachers? thinking about enterprise and citizenship in two countries, England and Hungary. The researchers are specifically interested in how teachers think about the relationship between civic obligations within the context of action for enterprise in an economic context. During the first year of the project visits have been undertaken by members of the project team to schools in both England and Hungary. Initial work has allowed for the clarification of key concepts. The paper will explore emerging conceptual issues as well as describing and justifying the methodology of the empirically based phase of the project that is about to begin.
