Comments: This paper argues that there is little evidence of any European country addressing the fundamentally hybrid nature of school populations from the cultural and linguistic point of view. As well as ignoring the ?constructed? nature of national ?standard? languages, and the historically symbolic role of such varieties in nation-building, European language in education policies frequently continue to use the concept of ?minority communities?, and thereby to avoid full social, educational and political integration for all their citizens. As a contribution to tackling this political problem, the paper argues for an alternative approach which would embrace the notion of plurality and hybridity. A different approach to language in education systems for an expanding and integrating European Union, and as crucial to broadening of cultural and political agendas
