This paper describes the early stages and evaluation of a secondary school programme developing deliberative communication skills, involving schools and universities in the Czech Republic, Estonia, Lithuania, Russia, Azerbaijan and the USA. Students examine both sides of an issue sequentially in Structured Academic Controversies. Discussions in multicultural societies focus on community problems, social and cultural issues and related civic subjects, framed to be approached from alternative perspectives. The purpose is to teach students about understanding unknown positions and attitudes. Teachers and students use electronic communications to discuss between countries. Evaluation shows that teachers are satisfied with staff development and students are exposed to multiple perspectives had to consider these. There are significant country differences that are being further explored.
