Citizenship education plays an important part in European social and economic development . Within this context there is a need in Latvia for education to focus on the development of an active personality, capable of functioning in a free civil society. The Latvian national program ‘Social Integration in Latvia’ states that ‘the educational system affects to a significant extent the understanding of social values and the heredity of values’. After regaining independence social democratization, the development of civil society and citizenship education became more pronounced. Further development of citizenship education depends on the level of teacher education, the creation of democratic environment in the institutions of higher education, and the improvement of the content and methodology of citizenship education.
